NOTICE A Notice of Intent for the following project submitted in accordance with R307-401-1, Utah Administrative Code (UAC), has been received for consideration by the Director: Company Name:Compass Minerals International Location:West Desert Operations - 765 N 10500 W, Ogden, UT, Weber County Project Description:Compass Minerals Inc. (Compass) has requested approval to modify its existing west desert pumping operations by adding operational flexibility and new pump engines. A new pumping station (PS 115) will be constructed, adding 3 new natural gas-fired engines, while an additional diesel-fired engine will be added at the Dove Creek Station. Two existing, but failed, engines will also be replaced with new equipment. The total number of engines (for all permitted locations combined) will increase to 23; however, Compass has also proposed alternative operating constraints to limit total NOx and CO emissions below 95 tons each on an annual (12-month rolling) basis. All of the west desert pump stations are located in Box Elder County. The relevant location within the county is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standard Subpart IIII - Standards of Performance for Stationary Compression Ignition Internal Combustion Engines, Subpart JJJJ - Standards of Performance for Stationary Spark Ignition Internal Combustion Engines, and National Emission Standards for Hazardous Air Pollutants Subpart ZZZZ - National Emission Standard for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines apply to this source. Because of the addition of new engines and the requested flexibility in operation, the project's net change in emissions is as follows (all values in tons/rolling 12-month period): PM10 +6.6, PM2.5 (a subset of PM10) +6.6, NOx +1.6, SO2 +22.8, CO + 28.6, VOC +11.1, Total HAPs +5.7 (Formaldehyde +4.2), and CO2e +21,672. Following these increases, the source's new potential to emit will be as follows (all values remain in tons/rolling 12-month period): PM10 = 11.9, PM2.5 = 11.9, NOx = 95.0, SO2 = 35.9, CO = 95.0, VOC = 15.4, Total HAPs = 6.8 (Formaldehyde = 5.0), and CO2e = 30,656. The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. The Director intends to issue an Approval Order pending a 30-day public comment period. The project proposal, estimate of the effect on local air quality and draft Approval Order are available for public inspection and comment at the Utah Division of Air Quality, 195 North 1950 West, Salt Lake City, UT 84116. Written comments received by the Division at this same address on or before July 7, 2017 will be considered in making the final decision on the approval/disapproval of the proposed project. Weber County Notice of Proposal for Creation of Agriculture Protection Area Pursuant to Utah Code 17-41 and the Weber County Ordinance, a proposal for the creation of an agriculture protection area in unincorporated Weber County has been filed with the Weber County Clerk/Auditor's Office, land serial numbers 18-048-0025 and 18-048-0012. The proposal is available for public inspection in the Clerk/Auditor's Office, Weber Center, 2380 Washington Blvd., Suite 320, Ogden, Utah. Any person or entity affected by the establishment of the area and wishing to modify the proposal may, within 15 days of the date of this notice, file with the Weber County Clerk's Office, 2380 Washington Blvd., Suite 320, Ogden, Utah, 84401: (i) written objections to the proposal; or (ii) a written request to modify the proposal to exclude land from or add land to the proposed agriculture protection area. The written request for modification shall identify the land that should be added to or removed from the proposal. The Clerk/Auditor's Office will submit the proposal to the Weber County Agriculture Protection Area Advisory Board and to the Planning Commission for their review and recommendations. A public hearing will then be held by the Weber County Commission on August 15, 2017, at 10 a.m., 2380 Washington Blvd., 1st Floor, to review those recommendations, to hear public comments, and review any written comments or objections submitted to the County Commission.
