NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AMENDMENT #1 TO ANNUAL ACTION PLAN 2012-2013 (AAP FY13) Notice is hereby given that Ogden City is proposing Amendment # 1 to its Annual Action Plan Fiscal Year 2012-2013 (AAP) and is providing a draft for public review. Ogden 's Annual Action Plan describes the City 's sources and details the uses of certain federal housing and community development funds for the current fiscal year. The public is provided a 30-day document review period and an opportunity to comment on the proposed Amendment. Amendment #1 to the AAP proposes to change the name of the Central Business District Infill Program to the Central Business District Revitalization Program. In addition, Amendment #1 proposes to reconcile the budget for actual Carry-over funds from last fiscal year and to update Program Income estimates for the current fiscal year. These changes are reflected in the budget, specifically the sources and uses of funds that are planned in the AAP. Amendment #1 to the AAP Budget includes Program Income estimates increases by $479,968 and Carry Over increases by $394,378 for a Total Net Budget increase of $874,349. The use of the $874,349 additional funds are budgeted to planned projects and programs encumbered from the last fiscal year and includes a $91,060 prepayment of a Section 108 loan payment to HUD, and includes additional housing and homeownership projects and programs, specifically the budget increases by: $410,890 to Infill housing, $25,000 to Own In Ogden, $132,404 to East Central Revitalization Program, and $94,671 to Admin, $185,565 to Small Business Loan Program, and the budget decreases -$61,383 to Loan Loss Guaranty Program and -$3,859 to the River Project budget. AAP FY2013 Amendment #1 increases the budget for programs and projects by $847,349. The public review period will begin on February 22, 2013 and conclude at 5:00 p.m. on March 24, 2013.
