ADVERTISEMENT FOR BID COUNTRY ROAD LAND DRAIN PROJECT FRUIT HEIGHTS CITY RECEIPT OF BIDS: Sealed bids will be received at the office of Jones and Associates, 1716 East 5600 South, until 2:00 p.m. on Thursday, September 27, 2012, for the Country Road Land Drain Project. DESCRIPTION OF WORK: The project consists of removing an existing concrete land drain and installing a new 8 " PVC land drain system complete (approx. 1,400 lineal feet) with 4 " laterals. Laterals located on the south side of the road will be bored. LOCATION OF THE WORK: The work is located along Country Road between Country Lane and Country Way in Fruit Heights City. COMPLETION OF THE WORK: The completion of work covered by the contract documents shall be completed within 45 days following Notice to Proceed. OPENING OF BIDS: The bids will be publicly opened at 2:00 p.m. on Thursday, September 27, 2012 at the above mentioned office of Jones and Associates, 1716 East 5600 South, South Ogden, UT 84403. OBTAINING CONTRACT DOCUMENTS: Contract Documents, including Drawings and Technical Specifications, may be obtained at the office of the Engineer; Jones and Associates, 1716 East 5600 South, South Ogden, Utah; upon application and payment of a $30.00 non-refundable fee. Bidder 's shall assume full responsibility for and shall guarantee the bid price during this period and make certain the time period is stated in and does not restrict the proposal guarantee. PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids, shall be directed to the Project Engineer. It shall be understood that no specification interpretations will be made by telephone, nor will any "or equal " products be considered for approval prior to award of contract. NOTICE OF PUBLIC HEARING PM2.5 State Implementation Plan Subsections IX.A.21, IX.A.22, IX.A.23 and Associated Administrative Rules. On December 15, 2009, the Environmental Protection Agency (EPA) designated three nonattainment areas for the new 24-hour PM2.5 National Ambient Air Quality Standard (NAAQS) of 35 micrograms per cubic meter- the Salt Lake City , UT; Provo, UT; and Logan, UT-ID nonattainment areas. The Clean Air Act (CAA) requires Utah to submit a nonattainment plan for each area no later than three years from the date of their nonattainment designations. The plans must provide for the attainment of the PM2.5 NAAQS as expeditiously as practicable, but no later than five years from the date the areas were designated nonattainment, except that the EPA may extend the attainment date for a period no greater than ten years from the date of designation. For several years, the Utah Division of Air Quality (UDAQ), in consultation with many stakeholders and with EPA Regions 8 and 10, worked to develop a State Implementation Plan (SIP) for each nonattainment area. As a result of this work, the Utah Air Quality Board (UDAQ) has proposed for public comment the addition of three new subsections to the Utah SIP-Subsections IX.A.21: Control Measures for Area and Point Sources, Fine Particulate Matter, PM2.5 SIP for the Salt Lake City, UT Nonattainment Area; IX.A.22: Control Measures for Area and Point Sources, Fine Particulate Matter, PM2.5 SIP for the Provo, UT Nonattainment Area; and IX.A.23: Control Measures for Area and Point Sources, Fine Particulate Matter, PM2.5 SIP for the Logan, UT-ID Nonattainment Area. As part of the proposed PM2.5 SIP, the Board has also proposed for public comment the repeal of one rule, R307-340. Ozone Nonattainment and Maintenance Areas: Surface Coating Processes and the addition of 15 new rules-R307-344. Paper, Film, and Foil Coatings; R307-345. Fabric and Vinyl Coatings; R307-346. Metal Furniture Surface Coatings; R307-347. Large Appliance Surface Coatings; R307-348. Magnet Wire Coatings; R307-349. Flat wood Panel Coatings; R307-350. Miscellaneous Metal Parts and Products Coatings; R307-351. Graphic Arts; R307-352. Metal Container, Closure, and Coil Coatings; R307-353. Plastic Part Coatings: R307-354. Automotive Refinishing Coatings; R307-355. Control of Emissions from Aerospace Manufacture and Rework Facilities; R307-334. Emission Standards: Industrial Baking Ovens; R307-312. Aggregate Processing Operations for PM2.5 Nonattainment Areas; and R307-311. Emission Standards for PM2.5 Nonattainment Areas. The Board also proposed for public comment amendments to six air quality rules-R307-110-10. Section IX, Control Measures for Area and Point Source, Part A, Fine Particulate Matter; R307-110-17. The Board is specifically seeking public input whether R307-337 and R307-343 through R307-355 should apply in Box Elder and Tooele counties. The DAQ is also making available on the web for public comment the technical support documentation for the PM2.5 SIP.
