NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AMENDMENT #1 TO THE 5 YEAR CONSOLIDATED PLAN (ConPlan) AND AMENDMENT #1 TO ANNUAL ACTION PLAN 2011-2012 (AAP FY12) Notice is hereby given that Ogden City is proposing Amendment # 1 to its 5 Year Consolidated Plan (ConPlan) and Amendment #1 to Annual Action Plan Fiscal Year 2011-2012 (AAP) and is providing a draft for public review. Ogden 's ConPlan is the primary vehicle for identifying and prioritizing housing, community development and economic development needs and strategies. Ogden 's Annual Action Plan describes the City 's sources and details the uses of certain federal housing and community development funds for the current fiscal year. The public is provided a 30-day document review period and an opportunity to comment on the proposed Amendments. Amendment #1 to the ConPlan proposes the creation of a business development CDBG-funded Loan Loss Guaranty (LLG) program. The LLG leverages CBDG funds to provide financing to low- to moderate-income business owners that have been unable to qualify for bank loans. CDBG funds are borrowed as a loan guaranty for business owners to qualify for loans in financing job creation activities. The purpose of Amendment #1 to the AAP proposes to change the scope of the Central Business District Infill Program to include a wider range of activities that are funded by CDBG funds and change the name to the Central Business District Revitalization Program; and proposes to update the Analysis of Impediments to Fair Housing to include a list of activities the city plans to take to affirmatively further fair housing choice. In addition, Amendment #1 proposes to reconcile the budget for actual Carry-over funds from last fiscal year and to update Program Income estimates for the current fiscal year. These changes are reflected in the budget, specifically the sources and uses of funds that are planned in the AAP. Amendment #1 to the AAP Budget includes CDBG and HOME Entitlement decreases by $263,140; City and Housing Funds for neighborhood revitalization increases by $550,000; Program Income estimates increases by $554,160 and Carry Over increases by $669,129. For a Total Net Budget increase of $1,510,149. The use of the $1,510,149 funds planned projects and programs encumbered from the last fiscal year and additional housing and homeownership projects and programs, specifically the budget increases for: Infill housing by $476,048, CHDO increases by $78,297, East Central Revitalization Program by $631,372, Loan Loss Guaranty Program by $305,247 and Admin by $41,857; and the budget decreases for Small Business Loan Program by $22,673. AAP Amendment #1 increases the budget for programs and projects by $1,510,149. The public review period will begin on February 15, 2012 and conclude at 5:00 p.m. on March 16, 2012.
