ESD Former Defense Depot Hill Utah, Ogden, Utah The U.S. Army Corps of Engineers (USACE), in conjunction with the U.S. Army and the U.S. Environmental Protection Agency (EPA), is issuing an Explanation of Significant Differences (ESD) for Former Defense Depot Hill Utah (DDHU) located in Ogden, Utah. DDHU operated as an Army supply depot until its closure in 1997 and is currently commercial/industrial property operated as Business Depot Ogden (BDO). Soil and groundwater at DDHU have been contaminated from past activities onsite including solid and liquid waste burial sites and burn pits. Remedies have been put in place to address the contamination at each of the impacted sites under the oversight of the EPA and Utah Department of Environmental Quality (UDEQ). Final remedies have included groundwater extraction, treatment and reinjection or discharge into the sanitary sewer, and monitored natural attenuation of groundwater. This ESD affects Operable Unit 4 (OU4) in the northern part of BDO, and will change the requirement from extraction, treatment and injection of groundwater to the extraction and direct discharge of extracted groundwater into the Central Weber Sewer Improvement District (CWSID) where it will be treated with commingled sewage and other liquid wastes. This system is referred to as pump-and-discharge. Continued capture of the reduced plume by a reduced extraction system has been demonstrated since April 2010 by the transitional pump-treat-and-discharge system approved by EPA and UDEQ and managed by USACE. Sixteen years of pump-and-treat system operation, a decade of system optimization, and a series of investigations and pilot studies have shown that a smaller, more cost-effective and redevelopment-friendly pump-and-discharge system, along with continued groundwater monitoring as detailed in this ESD are the best remedial actions for OU4 at this time.
