PUBLIC NOTICE OF AVAILABILITY INTEGRATED NATURAL RESOURCES MANAGEMENT PLAN (INRMP) FOR THE 88TH REGIONAL SUPPORT COMMAND (RSC) Environmental Assessment Pursuant to the Council on Environmental Quality regulations for implementing the procedural provisions of the National Environmental Policy Act (40 CFR 1500), and 32 CFR 651 Environmental Analysis of Army Actions (EAAA), the US Army Reserve (USAR), 88th RSC conducted an Environmental Assessment (EA) of the potential effects to the environment associated with implementation of the INRMP at 88th RSC facilities in the six-state Rocky Mountain region. The EA assessed environmental effects of the 88th RSC INRMP. The INRMP is the principal guidance document for management of natural resources on 88th RSC facilities in Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. The INRMP addresses 54 USAR facilities, 42 have associated land and of those only 11 have substantive natural resources; the largest, a Local Training Area, covers 121 acres. The total land area addressed in the INRMP is approximately 500 acres. The INRMP describes natural resources management activities planned through 2015, and provides a foundation beyond 2015. Actions necessary to execute the INRMP are described in Appendix B of the EA. The EA examined effects of the Proposed Action Alternative (implementing the INRMP), and the No Action Alternative (implementing only those natural resource management activities that are associated with an existing management plan). A third alternative, the No Management Alternative (conducting no management of natural resources on 88th RSC lands in the Rocky Mountain region), was dismissed from detailed consideration. The EA is undergoing a 30-day public comment period, starting June 17, 2013, and ending July 17, 2013.
