E L E C T I O N N O T I C E To all qualified electors of Weber County, Utah: Take notice that on the 25th day of June, 2013, a special bond election (the "Bond Election ") will be held in Weber County, Utah (the "County "), entirely by absentee ballot, with election day voting centers set out below for the purpose of submitting to the qualified electors of the County the proposition contained in the following ballot proposition: BOND PROPOSITION FOR THE WEBER COUNTY LIBRARY CAPITAL IMPROVEMENTS WEBER COUNTY, UTAH SPECIAL BOND ELECTION JUNE 25, 2013 /s/ Ricky Hatch County Clerk/Auditor PROPOSITION Shall Weber County, Utah, issue bonds in the maximum principal amount of $45,000,000, for a maximum period of 21 years to final maturity for the purpose of completing capital improvements in the Weber County Library System, including construction of a new Southwest Branch Library at approximately 4000 S. 2025 W, in Roy City; renovation and upgrade of the Main Library in Ogden; expansion and modernizing services of the North Ogden Branch Library; and addition of street parking at Ogden Valley Branch Library in Huntsville. Property Tax Cost of Bonds . If the bonds are issued as planned, an annual property tax to pay the debt service on these bonds will be required over a period of 20 years in the estimated amount of $31.50 on a $161,000 residence and in the estimated amount of $57.27 on a business property having the same value. The County currently has general obligation bonds outstanding that are anticipated to be retired in 2018. The County plans to structure the bonds that would be authorized from this election in a manner that would increase the property tax levy by $13.50 on a residence ($24.43 on a business) during the time the existing bonds are outstanding and continue the $31.50 levy on a residence ($57.27 on a business) for the remainder of the time the bonds authorized at this election are outstanding. An otherwise scheduled tax decrease may not occur if these bonds are issued. The foregoing information is only an estimate and is not a limit on the amount of taxes that the governing body may be required to levy in order to pay the debt service on the bonds. The governing body is obligated to levy taxes to the extent provided by law in order to pay these bonds. FOR THE ISSUANCE OF BONDS AGAINST THE ISSUANCE OF BONDS Voting at the special bond election shall be conducted entirely by absentee ballot. Ballots will be mailed to all registered voters in the County beginning May 28, 2013. Ballots must be postmarked before election day or delivered in person by 8:00 p.m. on election day to an election day voting center. Voters wishing to vote by electronic ballot or who fail to receive a ballot in the mail may vote at any of the vote centers listed below. Pursuant to applicable provisions of Utah State law, the period allowed for any contest of the Bond Election shall end forty (40) days after July 9, 2013 (the date on which the returns of the Bond Election are to be canvassed and the results thereof declared). No such contest shall be maintained unless a complaint meeting the requirements of applicable law is filed with the Clerk of the District Court of Weber County within the prescribed forty (40) day period.
