PUBLIC NOTICE OF HEARINGS THE OGDEN CITY REDEVELOPMENT AGENCY HAS DETERMINED TO COMBINE TWO PUBLIC HEARINGS CONCERNING THE TRACKLINE ECONOMIC DEVELOPMENT PROJECT AREA. THE TWO HEARINGS THAT ARE BEING COMBINED ARE THE ECONOMIC DEVELOPMENT PLAN HEARING AND THE BUDGET HEARING. The Ogden City Redevelopment Agency ( "Agency ") hereby gives notice pursuant to Utah Code Annotated Section 17C-1-101, et seq., and 17C-3-402, the Utah Limited Purpose Local Government Entities - Community Development and Renewal Agencies Act (the "Development Act "), that on December 18, 2012 the Agency adopted its Resolution No. 2012-16 approving and authorizing the preparation of a draft economic development project area plan for the Trackline Economic Development Project Area as provided in Section 17C-3-101 of the Act (the "Plan "). A draft Plan Budget has also been prepared. The draft Budget and the Plan and the resolutions of the Agency approving and authorizing it are available for review and general public inspection at the Ogden City Recorder 's Office, 2549 Washington Blvd, Ogden, Utah, Monday through Friday, during regular business hours, 8:00 a.m. to 5:00 p.m., excluding holidays. A combined public hearing on the Plan and the Plan Budget is scheduled for Tuesday, March 12, 2013 at 6:00 pm in the City Council Chambers, Municipal Building, 2549 Washington Blvd, 3rd Floor, Ogden, Utah, at which time and place all public input regarding the draft Trackline Economic Development Project Area Plan and the Plan Budget will be considered. Any person objecting to the draft project area plan or contesting the regularity of any of the proceedings to adopt the plan may appear before the Agency Board at the hearing to show cause why the draft project area plan should not be adopted. A summary of the draft Plan is as follows: (1) Purpose: Establishing an Economic Development Project Area along this section of 24th Street and Exchange Road will help to improve existing infrastructure and possibly attract other new businesses to the area. The Plan establishes the framework and basis for providing assistance, including financial tax increment assistance, to property owners and developers in the Project Area. (2) Project Area Characteristics: The Project consists of approximately 98 acres consisting of (114) parcels of land located between 24th Street and along the north side of Exchange Road. The parcels are zoned M-1, M-2, CP-2, CP-3, and R-1-5 and are commercial, manufacturing and industrial, and residential use. (4) Objectives for Development: To encourage and assist economic development to create additional jobs within the community; promote and market the Project Area to complimentary businesses and industries that will enhance the economic base of the City; and cleanup and improve older and underperforming buildings. (5) Ways for Achieving Plan Objectives: The Agency may acquire property, seek cooperation of other public entities, manage property, demolish and clear buildings, rehabilitate buildings, or assist private entities in these actions, construct new facilities, provide financial tax increment assistance, and review and approve development plans of owners and developers.
