NOTICE OF PUBLIC HEARING WEBER BASIN WATER CONSERVANCY DISTRICT PUBLIC NOTICE IS HEREBY GIVEN that on Friday, October 26, 2012, the Board of Trustees (the "Board ") of the Weber Basin Water Conservancy District (the "District ") adopted a resolution providing for the issuance and sale of one or more series of up to $40,000,000 of the District 's Water Revenue Bond Anticipation Notes (the "Notes ") and up to $40,000,000, in one or more series of Water Revenue Bonds (the "Bonds " and, collectively with the Notes, the "Obligations ") and calling a public hearing to receive input from the public with respect to the issuance of the Obligations and the potential economic impact that the improvement, facility, or property for which the Obligations pay all or part of the cost will have on the private sector, pursuant to the Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended. PURPOSE FOR THE ISSUANCE OF THE OBLIGATIONS The District intends to issue the Notes in anticipation of the issuance of Bonds sufficient to provide for the payment of the Notes at maturity or upon prior redemption, and to issue the Bonds to retire the Notes. The Obligations may be issued for the purpose of (i) financing or refinancing certain costs of the acquisition and construction of various improvements to the System, including the acquisition, construction, renovation and completion of water treatment plants, wells, pipelines, canals, storage facilities, water rights, and related facilities and appurtenances (the "Project "), including retiring the Notes, (ii) paying capitalized interest on the Notes or Bonds, as applicable, (iii) satisfying any debt service reserve requirements, and (iv) paying costs and expenses incident thereto and to the authorization and issuance of the Obligations. TAXES, IF ANY, PROPOSED TO BE PLEDGED The District will not pledge any taxes of the District for the payment of the Obligations. Instead, the District will pledge, pursuant to that certain Master Resolution Providing for the Issuance of Water Conservancy Revenue Bonds, adopted July 22, 1999, as supplemented and amended from time to time (the "Bond Resolution "), the Revenues attributable to the District 's water system for the payment of the Obligations. TIME, PLACE AND LOCATION OF PUBLIC HEARING The Board will hold a public hearing on Friday, November 30, 2012, at 9:00 a.m. The public hearing will be held at the regular meeting place of the Board, located at 2837 East Highway 193, Layton, Utah. All members of the public are invited to attend and participate in the public hearing. Prior to the public hearing, written comments may be submitted to the Board, to the attention of the District 's Secretary/Treasurer, Weber Basin Water Conservancy District, 2837 East Highway 193, Layton, Utah 84040. PURPOSE FOR HEARING The purpose of the hearing is to receive input from the public with respect to the issuance of the Obligations for the purpose of financing or refinancing all or part of the cost of the Project and the potential economic impact that the Project will have on the private sector.
