NOTICE OF PUBLIC HEARING PM2.5 State Implementation Plan Subsections IX.A.21, IX.A.22, IX.A.23 and Associated Administrative Rules. On December 15, 2009, the Environmental Protection Agency (EPA) designated three nonattainment areas for the new 24-hour PM2.5 National Ambient Air Quality Standard (NAAQS) of 35 micrograms per cubic meter- the Salt Lake City , UT; Provo, UT; and Logan, UT-ID nonattainment areas. The Clean Air Act (CAA) requires Utah to submit a nonattainment plan for each area no later than three years from the date of their nonattainment designations. The plans must provide for the attainment of the PM2.5 NAAQS as expeditiously as practicable, but no later than five years from the date the areas were designated nonattainment, except that the EPA may extend the attainment date for a period no greater than ten years from the date of designation. For several years, the Utah Division of Air Quality (UDAQ), in consultation with many stakeholders and with EPA Regions 8 and 10, worked to develop a State Implementation Plan (SIP) for each nonattainment area. As a result of this work, the Utah Air Quality Board (UDAQ) has proposed for public comment the addition of three new subsections to the Utah SIP-Subsections IX.A.21: Control Measures for Area and Point Sources, Fine Particulate Matter, PM2.5 SIP for the Salt Lake City, UT Nonattainment Area; IX.A.22: Control Measures for Area and Point Sources, Fine Particulate Matter, PM2.5 SIP for the Provo, UT Nonattainment Area; and IX.A.23: Control Measures for Area and Point Sources, Fine Particulate Matter, PM2.5 SIP for the Logan, UT-ID Nonattainment Area. As part of the proposed PM2.5 SIP, the Board has also proposed for public comment the repeal of one rule, R307-340.
